Enlightened Democracy: The Case for the Electoral College (2004) SSB 1128 mandates Iowa's electoral votes go toward the winner of the national popular vote in a presidential election rather than the winner of Iowa's popular vote. In essence this bill does away with the Electoral College without the appropriate process of amending the Constitution.
Tara Ross discusses the danger of this and the need for Iowan's to quickly speak up at the Iowa State House. If passed, this legislation will costs Iowans their voices and it will cost Iowans millions during caucus and primary seasons as the press and candidates will no longer see the need to visit this 'smaller' state.

Should this bill pass, Iowa will essentially become flyover country during presidential elections and will likely lose the 'First in the Nation' status. Candidates will no longer see the need for fundraisers and forums in Iowa since Iowa's votes will be committed to the nation's popular vote. Candidates will simply head to larger urban areas like San Francisco, Los Angeles, New York, etc., knowing Iowa's votes will automatically follow the popular vote. Right now, Iowans help shape messages early in the campaigns. Should SSB 1128 pass, Iowans will lose their voice and candidates will no longer hear the values of the Heartland.
Ross explained that right now we can determine states that may be experiencing voter fraud or other problems and define if a recount or run-off is necessary. That process would be difficult at best wtihout the electoral college. The Electoral College actually protects states' rights.
